History In 1949, planning for Little League in San Bernardino began by the Junior Chamber of Commerce (Jaycees). By December 1949, a location for a field had been designated on city owned property on 7 th Street and Waterman Avenue, and the first workouts began January 28, 1950. On February 13, 1950, the founder of Little League, Carl Stotz, met with the Jaycees in San Bernardino to explain the structure of the program and indicated that the league would be the first Little League program, not only in the state, but the first league chartered West of the Rocky Mountains. This meeting predated the first meeting of the Board of Directors of the newly formed Little League Baseball, Incorporated (February 17, 1950). The league officially came into existence February 24, 1950 when the first general membership meeting was held and the first board of directors of JCC Little League were elected. Wayne Stephenson was the first president. In 1951, Jaycee won the Region 8 tournament (precursor to the Western Regional Tournament) and advanced to the 5th Little League World Series as the first team to ever represent California. The team placed fourth in the tournament. California was originally divided into 33 districts in 1958. As Little League began to grow, California District 43 was created in 1960. It was comprised of teams that previously competed in District 22. District 43 originally included areas as far south as the Mexican border, east to the Arizona state line, and as far north as Barstow. In 1961, District 49 was created to manage the High Desert areas. In 1964, the southern Riverside County and Imperial County areas were spun off to form a newly recreated District 22. In 1968, leagues from the low desert, eastern portion were spun off to form District 58. The land area of District 43 has remained relatively unchanged since then.
